A commissioned study on the analysis of the penal legislation concerning CBRN terrorism and acts of WMD proliferation by non-state actors.
In response to a European Commission project call emerging from DG Home, the Harvard Sussex Program conducted a study on the analysis of the penal legislation concerning CBRN terrorism and acts of WMD proliferation by non-state actors.
The project sought to:
1. build an understanding of the nature of CBRN terrorism and WMD proliferation through both the articulation of definitions with which to bound the study and the development of a series of chronologies of incidents.
2. collect and assess existing penal legislation across the 27 Member States as well the Candidate Countries for gaps in penal legislation.
3. Using this analysis, the subsequent phase of the project sought to address what can be done to respond to any gaps taking into consideration the challenges in implementing penal legislation faced by countries.
